Citing delimitation process, TNSEC states inability to hold civic polls
The Tamil Nadu State Election Commission (TNSEC) informed the Madras High Court on Monday that it would be unable to hold the elections immediately as the recent amendments made to the Tamil Nadu Local Bodies Act binds them to complete the delimitation process.

Recoding the submissions, the special bench comprising Justice M Sathyanarayanan and Justice M Sunder asked the senior counsel for the state Aryama Sundaram about the time required for approving the delimitation proposal.
To this Sundaram said, a tentative date for holding the elections can be given only after the proposal from the delimitation committee is received. Also, noting that a lot depended on the time required for the scrutiny of the proposal, he sought the court to post the matter in the first week of September to enable the state to go through the proposal and arrive at a tentative schedule.
However, as senior counsel P Wilson appearing for the DMK, wanted to submit his arguments, the bench posted the contempt plea to August 14 for further hearing.
Earlier, senior counsel CS Vaidyanathan appearing for the TNSEC said based on the statutory mandate, the delimitation process based on the 2011 census has commenced and is scheduled to be completed by August 31.Â
Following this, a detailed proposal will be made to the state and on approval the process of street wise survey to ascertain the scheduled caste and tribe concentration for reservation of wards would be taken up and this process is expected to take at least two months.
