In the order given by Commissioner of Revenue Administration, it was stated that the e-Adangal app had been developed by the Tamil Nadu e-Governance Authority (TNeGA) to simplify the process of entries in Adangal, a document containing information about the details of the farmlands in the villages. Before launching the app, the Revenue officials had to be given extensive training.

Along with Revenue officials, other department officials such as Agriculture, Horticulture and Statistical Department will also be involved in the training. For the training, the district collectors are directed to depute one official at every rank, from District Revenue Officer (DRO) to VAO. The set of officials, who undergo training in the first phase, will be called Master Trainers and they will train all other officials of their same rank.  Also, in the first phase of training, 10 officials from Agriculture and Horticulture departments and five from Statistical Department will be part of the training.
