LLR, licence renewal in an hour, assures Minister
Gone would be the days when people visited driving schools or Regional Transport Offices (RTOs) repeatedly and waited there to apply for learner’s licence or change the address in driving licence.

Soon, people would be able to complete the formalities from home and avail licence in an hour. Yes, the state government has now proposed to issue learner’s licence (LLR) and renew driving licence and endorse name and address change in driving licence in an hour.
An announcement to this effect was made by state Transport Minister MR Vijayabhaskar in the Assembly on Tuesday.
Replying to the debate on demand for grants for his department, Vijayabhaskar said that the applicants would be able to upload their application and pay the stipulated fees online.
Facilities would be created soon to help issue LLR, renew licence and endorse address change in licence in an hour, he told the House.
Also, infrastructure would be developed to issue conductor licence through web portal, wherein people would be able to apply online and download and take print outs of the licence following the approval by authorities.
He has also proposed to make all transactions in transport offices cashless. Public would soon be able to pay fees through web portal for driving licence. To ensure transparency, the state has also offered to install CCTV cameras in all RTOs at an estimated cost of Rs 2.23 crore, he said.
Road map for electric bus in Chennai
The government has also proposed to prepare a road map to roll out electric buses in the city. A high-level committee would be constituted to prepare it. The electric bus project would be implemented in tune with the Clean Bus Declaration (C – 40), which proposes to convert all MTC buses in to electric. The project would be gradually extended to the rest of the state, the Minister said.

Activists voice concern over maintenance
Even as the state government flagged off over 515 buses, procured at the cost of Rs 134.54 crore, with latest facilities for the state transport corporations, activists and passengers raise several questions over the maintenance of the new fleet.
To drive home their point, they point to the 100 air-conditioned buses, whichwere purchased at the cost of Rs 85 crore, that were off the roads because of poor maintenance. Daniel Robinson, programme manager, Chennai City Connect, said “While we need more new buses with advance facilitiesto improve the patronage and revenue, the government should also ensure proper maintenance of the vehicles.”
M Shanmugam, general secretary of LPF, said “the government had already spent crores of rupeesto buy AC buses. But, not even one could be seen on city roads now. Officials do not monitor whether they are properly maintained.” While the State buses should get Fitness Certificate (FC) twice a year, they get it without undergoing inspection, he charged. When contacted,R Anandpadmanabhan, MD, SETC, said “since the new buses is aimed at attracting passengers, we will ensure proper and regular maintenance. We will seek feedbacks from commuters and act on it.”
