Nagercoil said the JNV schools, coming under MHRD, are co-education and residential in nature.
They are fully equipped to handle classes from 6 to 12. They have been specifically asked to find talented children in rural areas and give them quality education irrespective of their socioeconomic status.
As many as 75 per cent of the seats are reserved for the children from rural areas, apart from reservations for those belonging to SC and ST communities. The JNV schools would collect a nominal fee of Rs 200, that too only from Class 9 to 12. To establish such a school the state government should provide free land and rent-free buildings. Hence, the petitioner prayed the court to direct the government to establish JNV schools in all the districts.
In the previous hearings, the public prosecutor argued that JNV schools are against the two language policy of the state, but Venkateswaran, Principal of JNV school at Puducherry, representing JNV Samithi, said that till SSLC Tamil will be compulsory and in Classes 11 and 12, it will be an optional subject. “Therefore, JNV schools are not violating the two-language policy,” he added.
In the hearing on Monday, Regional Director of JNV appeared at the court and asserted again that the JNV schools did not violate two language policy of the state. Venkateswaran, who also appeared in the court on Monday, said that the Centre has allotted Rs 20 crore per district to develop the JNV schools.
As admissions for JNVs commence in January, only if permission is given now they can start the school in temporary buildings.
When the PP argued that the state government needs time to take decision as the JNV schools are against the two language policy of the state, the judges refused to give time and directed the state to issue a no objection certificate to the JNV schools within eight months. The judges also directed the state government to extend all necessary cooperation in providing land and other required facilities to set up the JNV schools.
