Delimitation Bill gets House nod
The Assembly passed the Tamil Nadu Delimitation Commission Bill, 2017, which would form a panel to take up the delimitation exercise of wards in local bodies besides recommending quota for SC, ST and women candidates despite opposition from the DMK legislators. They wanted the state to stipulate a time-frame of about two months to make necessary recommendations.

The DMK legislators urged the state not to employ it as one of their delay tactics to circumvent the litigations pending before the High Court and Supreme Court with regard to local body elections.
Municipal Administration Minister SP Velumani, who introduced the Bill, told the House that the exercise of determining the territorial ward and wards in which seats are reserved for SC, ST, and women in every local body on the basis of the population as ascertained by the last preceding census of which the relevant figures had been published was done as per the mandate of the Constitution and other relevant local body acts.
“The legislation is warranted since there was no provision in the existing laws to set up Delimitation Commission as it was done in the case of neighbouring Kerala,” the Minister said. The Minister blamed the DMK for having failed to carry out the delimitation exercise based on the 2001 Census figures despite being in power in 2006 and reasoned that the AIADMK could not do it in their previous term as they received the 2011 Census data only in 2014.
Deputy Leader of Opposition Durai Murugan intervened and suggested that there should be a time limit as there are umpteen number of Commissions formed getting their terms extended liking it to the case of Justice Rajewaran Committee which was formed to probe into the police excess in pro-jallikattu protest on the Marina.
The Minister in his reply sought support from the Opposition and treasury benches citing that it is an initiative by the state which is considered to be an another step in the right direction.
Earlier, DMK MLA U Mathivanan (Kilvelur), who opposed the Bill in its introductory stage initiated the debate during its consideration expressed his scepticism over the lack of a time-frame.
The Committee has State Election Commissioner as its Chairman, the Director of Rural Development and Panchayat Raj, the Commissioner of Municipal Administration, the Director of Town Panchayats, and the Commissioner of Chennai City Municipal Corporation, as its members, the secretary, Tamil Nadu State Election Commission, as its member-secretary.
