Use of Rule 110: Stalin puts dissent on record

Condemning the AIADMK (Amma) government’s policy of announcing various schemes under Rule 110, which means they could not be debated, Leader of Opposition MK Stalin put forth his dissent on record in the Assembly on Monday.

As Chief Minister Edappadi K Palanisamy completed a slew of announcements under Rule 110, Stalin, who intervened, wondered why the Ministers singing paeans to the CM had not made the announcements in their reply to the debate on demands to respective departments.

The Chief Minister’s announcements covered subjects in the departments, including environment and forest, school education, higher education, cooperatives, food and consumer protection, youth welfare and sports development departments for which the demands had already been taken up and passed in the House.

“You can heap praises and greetings for the announcements under Rule 110 of the Assembly. It is pertinent to note that we have expressed our aversion towards the execution of the announcements made so far under this rule,” the DMK working president observed, as School Education Minister KA Sengottaiyan thanked the CM for the announcements.

“Why the Ministers couldn’t include the ones which the CM announced on Monday in their replies,” Stalin wondered. Sengottaiyan, in his reply, stated “We are following in the footsteps of our leader Jayalalithaa.”
