Madras High Court junks plea seeking ban on works for Kallakurichi bus terminus

CHENNAI: The Madras High Court dismissed a petition seeking to stop the construction of a new bus terminus at Kallakurichi.

The State government had announced a proposal to build the bus terminus at an estimated cost of Rs 46.30 crore. Opposing the project, Kumaresan filed a petition contending that the proposed site was agricultural land and that construction could not be undertaken without reclassification of the land for non-agricultural use.

Earlier, the High Court had granted an interim stay on the construction.

When the matter came up for further hearing before a division bench comprising the Chief Justice and another judge, the State government submitted that the agricultural land identified for the project had already been reclassified on June 26, 2025. It contended that the petitioner had suppressed this material fact when filing the case in December, despite the land having been reclassified several months earlier, and had placed relevant documents before the court.

Counsel for the petitioner argued that the June order referred to by the government was not an order of land reclassification, but only related to the issuance of a no-objection certificate for the construction of the bus terminus.

After considering the submissions, the Bench observed that the petitioner had approached the court by suppressing the order relating to land reclassification.

Holding that the petition lacked merit, the court dismissed the plea seeking a ban on the construction of the Kallakurichi bus terminus.

The Bench also dismissed the contempt petition filed by the petitioner, which alleged that construction activities were being carried out in violation of the interim stay order.
