“One of the important provisions under the Dalit Atrocities Act is the setting up of the 25-member State Vigilance and Monitoring Committee to be headed by Chief Ministers of the respective states. The committee should meet once in six months to review the implementation of the Act in the state but in most of the states, the committee has not even met once,” said Kathir, who also added that in Tamil Nadu the committee has met only thrice since the Act came into force.
Kathir, addressing the media in Madurai, recalled the previous judgment delivered by the two-judge bench and said that the judges had misconception on the Dalit Atrocities Act. “Taking one or two cases as example, the judges would have come to a conclusion that the Act is misused, but according to statistics Dalits who undergo untouchability and violence not just get injustice but also get cases filed against them. According to statistics, 65 percentage of the Dalits who undergo violence face fake charges filed against them by the accused,”said Kathir.
He also said that contrary to the claims of the Dalit Atrocities Act being misused, the statistics show us that the cases are underreported.
