‘Ensure new govt conducts civic polls’
Indian Institute of Community Development (IICD) here on Wednesday urged President and Vice-President of India to ensure that the first task of the new government formed at the Centre should take steps for full implementation of the Constitutional Mandate and bring about people’s rule at district level and below.

In separate letters to President Ram Nath Kovind and Vice-President M Venkaiah Naidu, IICD Chairman V A Vasudevaraju (IAS Retd) said part IX-Panchayats and party IX A-Municipalities were added to the constitution in 1994 including the 73rd and 74th amendments. However, they are not being implemented by the Union and State governments and elections to them are not conducted periodically and promptly.
He also said that even after 72 years of independence, India remains a “Half Way Democracy” and it has not blossomed as a “Wholesome” democracy. Government rules at Union and State levels and at the district, block and village levels, the district Collector rules the people, he said. He also added that for reasons best known to the political leaders, this situation continues indefinitely and there is no mention about it in the election manifestos of political parties.
In a democracy this should not be allowed to continue, Vasudevaraju maintained.
