DVAC probes city stadium officer for embezzlement
A suspended officer of Mayor Radhakrishnan Hockey Stadium in Egmore is now under a DVAC probe for embezzling lakhs of rupees while he was working at the office of District Sports and Youth Welfare Officer in Villupuram.
CHENNAI: The accused official, S Gnanasekaran, is a resident of Kilpauk. Another accused in the case is SP Ragunathan, an area commander, Home Guards, who owns a manpower agency.
The DVAC has also booked T Manikandan, a caretaker at the office of District Sports and Youth Welfare Officer in Villupuram.
Gnanasekaran allegedly faked expenses as though he spent excessive amounts for students residing in the sports hostel. DVAC FIR said that there is no account for purchase of goods and no stock register, purchase bills, vouchers etc. They could not find any record for the number of days the hostel had functioned, or students stayed at the sports hostel.
The amount spent by Gnanasekaran exceeded the total amount required for all students to stay for maximum number of days in the hostel. The excess amount is Rs 14.3 lakh, the FIR said.
Apart from faking receipts on expenditure for the sports hostel students, he also paid maximum salary to outsourced employees without any records. These ‘employees’ were sent by 2 unauthorised manpower agencies from August 2015 to December 2018. The amount spent in the name of unauthorised employees is Rs 5.18 lakh. Manikandan had allegedly helped reroute the money back to the officer.
Gnanasekaran also made double payments as salary for employees outsourced unlawfully and the amount of misappropriation is calculated as Rs 2.86 lakh. He also issued cheques in the name of private persons and gave cash but without any reason, which totalled to more than Rs 12 lakh, DVAC noted further.
