Can appoint computer teachers from 116 of 119 TRB centres, says court

The Madras High Court, while granting liberty to go ahead with the appointment of Computer Instructor Grade-I, selected from 116 centres by the Teachers Recruitment Board (TRB) last year, has appointed a retired judge to hold an inquiry in respect of just three centres and submit a report by February 2, next year.

Justice V Parthiban, before whom a batch of petitions prevailed, alleging irregularities in the online exams held for this purpose, said: “As far as the three centres — KSR College of Engineering, Tiruchengode; Annai College of Engineering & Technology, Kumbakonam; and Kongunadu College of Engineering & Technology, Tiruchirappalli — this court finds that there is substance in the allegation. This court has seen the footage and is of the view that corrective measures are required to be initiated and completed by an impartial inquiry to allay the residuary apprehensions of some of the unsuccessful and aggrieved candidates.”

However, conceding to the submission made by Advocate General Vijay Narayan that when the allegations are confined to three examination centres, the selected candidates from the other centres need not be kept waiting, Justice Parthiban said: “In consideration of their interest, this Court does not think it is fair and just to hold up their appointment in the bargain, pending finalisation of the enquiry in respect of the three centres.”

The court, while granting liberty to go ahead with the appointments of the selected candidates from other centres, directed it to ensure that none of the candidates from the disputed three centres are favoured with appointments. Also, accounting for the State’s submission that regards pending interim orders by the Madurai Bench against the selection and appointment, Justice Parthiban held that the orders passed by the single judge would stand clarified to the extent of liberty given to the government to go ahead with the appointment in the undisputed 116 centres.
