MoRTH official in CBI dock for graft

Anti-corruption branch of the CBI, Chennai has registered a graft case against superintending engineer (SE) in Ministry of Road Transport and Highways, in Chennai for receiving a bribe of Rs 10 lakh for clearing a bill.

The CBI also registered a case against the contractor who gave money and two conduits. The MoRTH officer accused of collecting bribe has been identified as R Elavarason. The contractor is K Manikandan and conduits are Ovu Reddy and his son Saravanakumar.

According to the CBI, Elavarason used to contact various contractors and demand bribe with respect to contract activities and passing of bills and collected bribe through his conduits.

Contractor Manikandan had to get two payment of Rs 62 lakh and Rs 2.39 crore cleared by the SE. In February this year, the contractor met the SE in the latter’s office. As per instruction from Elavarason, Manikandan had deposited Rs 10 lakh in the bank account of Saravanakumar, son of conduit Ovu Reddy.

This was meant for clearing the bill of Rs 2.39 crore by the SE in favour of Manikandan.

Because the CBI has registered a case under the Prevention of Corruption Act and also under IPC 120B, (criminal conspiracy) based on sourced information and not on a complaint it had cited all the four as accused, and not the officer alone.
