Anna Technical and Research University shall comprise College of Engineering Guindy, Alagappa College of Technology, Madras Institute of Technology and School of Architecture and Planning at Chennai.

On the other hand, Anna University shall continue to provide affiliation for engineering colleges in the state. The division has been aimed at creating administrative ease to manage and monitor affiliated colleges. The Bill pointed out that managing the affairs of the engineering colleges affiliated to Anna University was becoming a difficult task for professors of the institution. The government in December last year had constituted a committee comprising five ministers and three IAS officers as members to look into the possibility of splitting the university into two. The Bill further added that the Anna Technological and Research University will provide facilities and other opportunities for higher education in engineering, technology, and allied sciences by instruction, training, research, development, and extension.
