According to the GO, a team headed by Commissioner of Revenue Administration J Radhakrishnan, who is also the nodal officer for combating COVID-19 in Greater Chennai Corporation, will head the operations and 16 other teams will function under him. Three other teams will be monitoring the COVID-19 situation in the three neighbouring districts.

Earlier, on April 29, the government constituted field support team for Chennai, Madurai, Coimbatore, Tirupur and Salem. But as COVID-19 had been contained in all other districts except Chennai and its neighbouring districts, a fresh list of field support teams had been constituted under the head of senior IAS officers.

Along with IAS officers, senior IPS officers are also placed in every team to assist it. Among the 16 teams, 15 will look after all the 15 zones in Chennai Corporation and the remaining one team will be in headquarters which will be involved in analysis and appropriate intervention strategies to combat COVID-19.
