‘Allow reconstruction sans NOC from TNEB, Metrowater’

Builders’ Association of India has requested the Greater Chennai Corporation to not insist on NOC from Metrowater and TNEB while submitting applications seeking approval for demolition of existing buildings and permission for re-construction.

In a representation to G Prakash, Chennai Corporation Commissioner, S Ramaprabhu, Chairman of the association, said that while submitting applications seeking approval for demolition of existing building and construction of new structures, the approving authorities are insisting NOC from Metrowater and TNEB.


“On approaching Metrowater and TNEB for NOC, they disconnect water and electricity connections immediately. The building planning permission validity period is for 5 years. The validity period is of no use if Metrowater and TNEB disconnect the services immediately after applying for NOC,” he pointed out. Ramaprabhu added that a majority of the projects are being delayed and started three years after getting planning permission.


“When applying for NOC, Metrowater and TNEB informs the applicants that they have not received any specific orders from higher authorities with regard to the issue of NOC. It appears that NOC from departments is not mandatory,” the representation said.


Urging the civic body to not insist on NOC from Metrowater and TNEB to demolish or construct buildings, Ramaprabhu pointed out that medium and small builders would be benefited if NOC is not insisted.
