    Less than a month after the Registration Department introduced the optional online application facility for issuing the QR Coded encumbrance certificates (EC) for property matters, the department has made the online system mandatory.

    According to J Kumaragurubaran, inspector general of registration, encumbrance certificates issued from January 1975 are being digitised and the computerised certificates are being issued to the public. “To get the ECs dated back from January 1975, the applicants should send applications only through the internet.

     Applications will not be accepted in person at the sub-registrar offices. The new mandate had come into effect from January 2,” he said. But, the department has allowed manual applications to avail the ECs dated before January 1975, as the department is yet to complete the digitisation process.

    As per the new system, the applicants would receive QR Coded digitally signed encumbrance certificates online and they can scan the QR Code to get copies of the certificates. The facility would also provide certified copies (CC) of other certificates.

    “From January 2 to January 5, we received 17,062 applications online. Of them, 11,989 have been processed and QR Coded encumbrance certificates were sent to the applicants,” Kumaragurubaran said.

    At the same time, the registration department received 5,452 online applications seeking certified copies and 4,229 digital certified copies were sent to the applicants.

    Meanwhile, Kumaragurubaran had ordered the department officials to process online applications within three days after receiving the online applications.
