DTCP generates Rs 510 cr through plot regularisation

According to a DTCP higher official, the country planning authority, which covers the entire state exclusive of the Chennai Metropolitan Area (CMA) has received 50,177 applications to regularise the unapproved layouts in the state. “Out of the total received applications, the DTCP has given approvals for 49,940 layouts. From the regularisation of unapproved layouts and plots scheme, we have generated a revenue of Rs 510 crore,” the official said.

The housing and urban development department had rolled out the amnesty scheme on May 4, 2017, following real estate slump due to unavailability of land for construction due to a High Court order banning the sale and registration of unauthorised plots and layouts. However, the scheme remained a non-starter for a while due to lack of awareness among the plot owners

The scheme was given an extension of six months in November and extended till May 2, 2018. Later, the government had extended the deadline for a further six months. As per the latest extension, the last date to apply for the regularisation of layouts and plots is November 3 (Saturday). During the second term of the scheme, the housing department had also relaxed norms for regularisation and reduced regularisation charges.

According to norms, planning authorities such as DTCP and CMDA would accord in-principle approvals for layouts, while concerned local bodies would issue final approval orders.

Meanwhile, the officials and real estate industry are in a fix as the government is yet to take a decision on extending the scheme. “Now the scheme has gotten momentum. There are nearly 15 lakhs individual unapproved plots in the state and only over 6.5 lakh plots have been approved so far. So, the government should extend the deadline,” S Ramaprabhu, vice-chairman of Builders’ Association of India, said.
