For instance, Vymigrate, a migration and education consultant firm that helps college students get the visas to study abroad, has been unable to process visas due to this technicality.

“Anna University is one of the five universities across the country with which they collaborate,” Shree Seeva, Principal Consultant of Vymigrate, says.

“We are unable to spread the word because no one at the university is willing to take the charge. We, along with a foundation, plan to sponsor the visa and other expenditures of five students, who specialise in water conservation and management, so that they could return and use their expertise in India. However, we are unable to send anyone or even to spread the word across to all the Anna University-affiliated colleges. On approaching the top officials in the department, we are told that it needs the sanction of the vice chancellor.” Hundreds of students wanting to apply for scholarships and foreign exchange programmes are left with no other choice but to wait due to this bureaucratic hurdle.
