    Medical Council of India draws ire for not regulating medical colleges

    The Madras High Court on Monday pulled up the Medical Council of India (MCI) for its inability to control deemed medical universities. Noting that the institutes cannot be left uncontrolled as is the case now, Justice N Kirubakaran wondered as to what MCI is doing when institutions fail to adhere to guidelines set by it.

    “When the institutions collect huge amounts is it not your duty to monitor the institutions being an authority of giving approval to such institutions?” he asked.

    The judge also expressing anguish over the high cost involved in medical education where a student has to spend as much as Rs1.5 crore for specially courses, wondered as to how such doctors can be expected to serve the public at large. 

    However, posting the case for further hearing to April 3, he sought MCI to file an affidavit answering as to:How many seats have been approved in PG medical courses in each institution namely degree and diploma specialty-wise in government colleges, private colleges and deemed universities? How the seats were filled in 2016-17 in these institutions? Whether MCI has followed up the matter to see that the seats were filled up as per merit, regulations and also as per the quota fixed by it? 

    The judge on suo motu impleading the Secretary, Union of India, health and family welfare department sought to know the procedure to be followed for 2017-18 regarding sharing of seats, and on what basis the seats have to be filled up by these institutions? 

    Justice Kirubakaran also directed the State government to give the details of the PG seats, got from private medical institutions in the year 2016-17 with specialty-wise details.

    He also sought to know from the State as to how much has been spent for every student passing out it both the graduation and post-graduation level separately and details of the candidates selected during 2016-17 and the criteria adopted for selection. He also directed the State to inform the court as to whether they got computerised data base regarding the faculty in each institution.
