    Proceedings begin against commercial supervisor

    Southern railway (SR) has initiated disciplinary proceedings against a commercial supervisor at its parcel office in Chennai Central as the Personal Cash Disclosure Register (PCDR) had gone missing there.

    PCDR is a document in which staff record personal cash they carry at the time of reporting duty. Possession of any sum exceeding the PCDR entry during duty hours has landed many a commercial staff in railway vigilance net. 

    In the present case, the PCDR at the then transhipment and now outward parcel office went missing in Oct 2016, which was reported by DT Next then. Following preliminary inquiry, the divisional commercial managers have held the supervisor responsible and ordered an inter-divisional transfer. If railway sources are to be believed, the supervisor’s suspension could only be the tip of the iceberg. 

    “His (supervisors) presence will not help the ongoing investigation. Also, the PCDR disappearance would not happen without the knowledge of the 

    other staff who had worked in the same office then and hence we ought to bring the other staff under the investigation net. “We are scrutinising the documents. If necessary, we may even take help from I-T department to monitor accounts of employees in the said office,” a senior official said. 

    PCDR was a raging issue in the divisional headquarters a couple of months back when the railway vigilance booked nine ticket booking clerks soon after demonetisation. The clerks were subsequently suspended for making entries running in to several thousand rupees. Significantly, a good number of staff who did not make entries ‘escaped’ despite unofficially replacing their demonetised currencies with hundred rupee denominations. 

    While an official estimate put the volume of illegal replacements by the staff and even a few officers at Rs 9 Crore, SR sources privy to the developments put the numbers at more than double the official estimate. Vigilance officers camped at a few suburban stations like Beach to spot a few booking clerks.
