Today a large percentage of lawyers are from rural areas and economically weaker sections of the society, he said in his address at the 24th Annual Day Celebrations of 'Sattakadir' at Darbal Hall in Raj Bhavan.

The Governor said by convention, tradition and law, only English is used in High Courts and Supreme Court for arguments and proceedings in India.

The common man who doesn't have good knowledge of English finds it difficult to follow and understand the proceedings thereby unable to participate and contribute meaningfully, he said, adding that the Government of  Tamil Nadu in 1975 introduced Tamil as an additional court language in the subordinate courts to file and argue a case and get judgment in Tamil.

Started in 1992 with an objective to disseminate knowledge related to legal profession and jurisprudence in Tamil, Sattakadir Tamil Law Journal has been catering well to the needs of the judges, lawyers, litigants and common man by bringing the laws and judgments of Madras High Court and Supreme Court, Acts, Rules, Regulations, and other related matters, in Tamil.
