SSA to outsource pvt experts to improve school activities

CHENNAI: For the first time, Samagra Shiksha, an integrated scheme under School Education Department in Tamil Nadu, will be outsourcing experts from private companies to improve its administration process for providing effective education in the State.

Accordingly, the outsourced expert panel will work with Samagra Shiksha teams to improve schools’ effectiveness in terms of providing quality education and equitable learning outcomes.

A senior official from the School Education Department pointed out that Samagra Shiksha subsumes three existing schemes -- Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). Stating that the main outcomes of the schemes are envisaged as Universal Access, Equity, Quality and strengthening of Teacher Education Institutions (TEIs), he said Samagra Shiksha is now taking steps to support the administrative setup within the department.

“For this, this experts from firms to support with staffing and temping services has been initiated,” he said adding “the appointed panel would provide personnel for the ongoing and new projects”, he said adding the empanelled organised will provide staffing and temping services anywhere in the state of Tamil Nadu.”

Pointing out that the experts will be assigned in three ways, the official said the first one was consulting assignment for requirements where Samagra Shiksha intends to hire technical and managerial human resources for a defined period to support existing officials.

“The second one is the deliverable-based assignment for requirements where the scope of work and deliverables are standard, and will be clearly specified and involves time bound delivery”, he said adding “the third one was per-day based assignment for requirements where the work is of non-routine nature such as advisory, translation and procurement services on daily basis.

The official said that the performance of the consultants will be assessed continuously every month and of at any time it is seen that the quality of the work by the expert team is not satisfactory, the Samagra Shiksha will go up to the extent to terminate the contract and award the contract to the next higher techno-commercially qualified company.
