Did the Chinese Police kill a woman publicly who was infected with coronavirus?

A video showing the Chinese policemen dragging a woman from her car to the ground is going viral. The one minute 33 second video claims that in China, Police officers killed a woman who was infected with coronavirus.

On checking for truth, it was found that the Chinese government issued a policy banning private cars. Apparently the woman in the video did not receive any notice regarding it. The woman fell unconscious when the police officers dragged her out of the car and tried to restrain her. She was later taken away in a Police van.

The incident took place in the Heilongjiang province of China.
