At present, the NGOs who are interested in working for any government schools, should apply online and wait for the approval of the Chief Educational Officers or higher authorities for days or months.

A senior official from the Directorate of School Education told that the government’s move to relax NGO service norms comes after request from volunteer group and individuals involved in social activities. “It has been brought to our notice that NGOs had to wait indefinitely to receive permission from the authorities to work in government schools to enhance learning outcomes without any financial commitment on the part of the school,” he added. The official said that in order to simplify the procedure, it has been decided to authorise the head masters concerned to permit NGOs and volunteers after identifying the utility of such intervention in improving school related activities. “The head masters should keep the educational officers informed about such intervention so that they could also verify the genuine of the work,” he said. Headmasters should also give the nod for private companies to carry out CSR activities in the campus, he added.

Opposing the move, TN Teacher’s Association said, the new initiative would affect students and teachers as the volunteers would often come to the schools and disturb the regular activities. “NGOs should be used only to develop infrastructure of the school. If they are allowed to do other activities it will leave big question mark of the teacher’s creditability,” association presidentP K Ilamaran said.
