The petitioner Anand from Devakottai in Sivaganga district stated that he along with one Gowtham and Madhibala were booked in a kidnap case and they were absconding. When he went to surrender at the Judicial Magistrate Court no.6 in Madurai, the judge had refused to accept his offer to surrender because he had no ID card. He then surrendered in Judicial Magistrate Court no.5.

When the petition was heard by Judge MV Muralidharan on Thursday, he directed the judge of Judicial Magistrate Court no.6 to appear. Later, Muralidharan told the Magistrate that they cannot expect an accused to carry ID cards while surrendering and added that the court procedures should be carried out after the surrender of the accused. Following that Muralidharan disposed the case.
