The CCB did not act on the complaint for nearly a year and a half and was forced to take action only after the Madras High Court passed an order directing it to file an FIR and pursue the case. Following the court order, the CCB team picked up the retired traffic investigation assistant commissioner Lakshmanan and his associate Parthasaradhy. 

According to the complainant, Lakshmanan took Rs 65 lakh from him after promising to get a medical seat for his son. However, Lakshmanan did not deliver on his promise and also refused to return the money. Parthasarathy introduced himself as an admission agent and acted as the middleman between the complainant and Lakshamanan. The complainant made several visits to the city police commissionerate, but no action was taken. He later approached the Madras High Court, seeking direction for the police to take appropriate action against the accused persons. Till Wednesday evening, the CCB had not recorded the arrest and said the details could be shared only after doing so.
