The Principal district Munsiff Prem Anand in his order on Saturday said that the Police Commissioner or the Chief Secretary did not appear in the court to give their explanation either in person or through the counsel.

Even the five policemen present in the court did not give their counter to the case filed by Hussain and Rafiq challenging their arrest in a case of breaking the seal of a closed slaughter house. The court granted the compensation demanded by the petitioner for falsely implicating them in the case.
