When the plea moved advocate R Kalaiyarasi came up for hearing before it on Friday, a division bench comprising Justice R Subbiah and Justice Krishnan Ramasamy ordered notice to the State returnable by July 2.

The advocate referred to the present lockdown announced in Chennai, Tiruvallur, Chengalpattu and Kancheepuram districts and said though the Government Order mentioned about the functioning of the High Court and subordinate courts, it has failed to mention anything about the functioning of lawyers and their movement during the lockdown.

Though the functioning of High Court was only through video conference and the petitions have to be filed through e-filing, such facilities were not available at the residence. Hence, most advocates were constrained to go to their offices to file cases through e-filing, the petitioner said.

But her movement from her house in Moulivakkam was curtailed by the police and she was unable to proceed to her office. Similar situations had affected most of the advocates, she added.
