Shanmugam (Law and Prisons), KP Anbazhagan (Higher Education), Dr. V Saroja (Social Welfare, Nutritious Noon Meal Programme), K.C. Karuppannan (Environment), M.C. Sampath (Industries), R Kamaraj (Food, Civil Supplies and HR&CE), OS Manian (Handlooms & Textiles), Udumalai Radhakrishnan (Housing and Urban Development), C Vijayabhaskar (Health & Family Welfare), SP Shanmuganathan Dairy Development), R Duraikannu (Agriculture and Animal Husbandry), Kadambur Raju (Information and Publicity), RB Udayakumar (Revenue), KT Rajenthra Bhalaji (Rural Industries), K.C. The ministers were administered oath of office and secrecy by Governor K Rosaiah in two batches.
