The Tamil Nadu government on Thursday appointed two committees led by Public Works Department secretary K Manivasan to hold discussions with neighbouring Kerala on execution of Parambikulam-Aliyar project and Paandiyaar - Punnampuzha project. The committee will negotiate with Kerala on these long pending projects to benefit the state and Kerala farmers.
The two committees formed from the Tamil Nadu side will each have five members led by PWD secretary, PWD chief engineer R Subramanian and engineers from PWD, Tangedco and Cauvery technical cell. Both the committees will reach out to their Kerala counterparts and resume the talks, official sources said.
According to the PWD sources, Parambikulam-Aliyar Project, was planned, designed and executed by the government of Tamil Nadu as one of the second five year plan projects (1955-1960). TN and Kerala consented for sharing mutual benefits through the utilisation of flows in the west flowing rivers of Anamalayar, Nirar, Sholayar, Parambikulam and its tributaries Peruvaripallam, Thunakadavu and the Palar and Aliyar flowing in the plains and the streams flowing into them, for generation of Hydro Electric Power, irrigation, drinking water supply, industrial use and other purposes in both the states.
An agreement between the Governments of Kerala and Tamil Nadu was entered in 1970. The Taluks of Pollachi, Palladam, Udumalaipettai and Dharapuram in the districts of Coimbatore and Tirupur are benefited. The Palakkad and Trichur districts of Kerala state are also benefited. This Agreement was due for review on November 9, 1988 and thereafter once in 30 years. Accordingly, both the Governments exchanged the documents for review on September 21, 1989.
In a high-level meeting held between the Governments of Kerala and Tamil Nadu in 2002 at Chennai, a decision was taken to constitute a technical committee comprising of engineers from both the states to first identify the areas where amendments may be required in the agreement and to facilitate the review at the government level.
The report was discussed in the subsequent inter-state meetings. After the meetings, the state committee members will also take up issues related to Pamba – Achankoil – Vaippar link and Pandiyar–Punnampuzha Schemes between TN and Kerala, PWD sources said.
